Just a reminder that the Range hours of operation is Mon-Sat 9am till SUNSET, Sunday 12 Noon till 1 hour BEFORE sunset. This includes during hunting season.

August 2022

Greetings all.

Hope your summer is going well. It just occurred to me the other day that hunting season is only a few weeks away.

I don’t have much to say in this newsletter, however, I am a little frustrated and here’s why. We have removed several keys from members lately that could have been avoided simply by adhering to the range hours of operation.
Once again the hours the range is open are:
Mon – Sat 9 am till SUNSET*
Sun 12 noon till 1 HOUR BEFORE SUNSET*

(*Sunset is whatever time that is for Steinbach that day)

The range hours remain the same throughout hunting season as well. We DO NOT follow the hunting times. We get called if you are 1 min past that time. We strongly recommend that you start cleaning up at least 10 min before sunset so you don’t exceed that time.

In other news, the board is once again planning for our Scoring Night on Dec 9 th . We will post more info at a later time.
We are also looking at selling some SGF merchandise. Hats, shirts, jackets etc. We will post more info as we have it.
Following this email below is a message from the Brokenhead River Game & Fish Association about their upcoming Gear Swap event on the 10th & 11th of September.

That is all for now,
Darren

Message from BRGFA:
This will be our third gear swap event since the pandemic hiatus, and with each one we pick up steam. This fall we will be opening the gates all weekend, and inviting members, non-members, and business to sell any manner of outdoor gear -- firearms, archery equipment, hunting & fishing gear, etc. All vendors do need to register first through the form on the website: https://www.brgfa.ca/gear-swap.

The event will coincide with sporting clays events, which brings people to the grounds. Digital and print flyers have been made available, and ads have started to run in the Clipper. We have event notices on BRGFA social media. Whether you would like to come and sell, come to look, come for sporting clays, or even if you can't make it out that weekend at all, it would be a big help to check out the link above and use the promo materials to help spread word about the event. Thanks!

More details are on the event webpage. If you have any questions, please reach out to me. Feel free to forward this email to anyone you think might be interested. If there are other individuals or businesses you'd like to see represented as vendors, please let me know and I will reach out to them.

Thank You,
Anika Evans, Secretary

November 2021

Greetings All.

I just have a few things to go over in this letter.

1st The pistol range: there is no new news. As I mentioned at the AGM we have a new inspector from the CFO’s office. No ETA on when it will be open.

2nd At the AGM in September we introduced an additional flag system. This is how it will work. When you drive in you will still lift the flag on the driveway, but there are 2 new flags at the benches, 1 red and 1 green. When the RED flag is up the range is active and shooting may commence, people may be with their firearms and /or move firearms (WITH RO CONSENT). When the GREEN is up a CEASE FIRE is in effect and everyone is not at their firearms. EVERYONE IS OFF THE BENCHES AND OFF THE CONCRETE PAD AND/OR 6’ BEHIND THE BENCHES SO PEOPLE CAN GO DOWN RANGE TO CHANGE/PUT UP TARGETS WHEN RO GIVES THE WORD. NO ONE WILL RETURN TO THE BENCH UNTIL THE RED FLAG IS BACK UP.

3rd It was decided at the AGM that we will put up 2 memorial plaques. The first will be to long time board member/ treasurer Garry Goertzen who passed away last Nov. The second will be a memorial board which we will add the names of 10 year+ members who have passed away.

4th We will not be having the “Scoring Night” for the second year in a row. We will continue to plan for 1 in the 2022 year.

5th Once we have the full report from the CFO there will be some days that the range will be close to do the necessary repairs to the range. We will keep you posted.

6th We will still follow the MB Health on covid restrictions. So maintain 6’ distance. Face masks are not required.

7th Memberships can be picked up at Don Reimer's. Call first to make an appointment. 204-326-2641

8th THE GUN RANGE HOURS OF OPERATION REMAIN THE SAME DURING HUNTING SEASON. Mon-Sat 9am till SUNSET, Sun 12noon- 1 hour BEFORE SUNSET. Any violation will result in loss of range use.

That is all for now. Stay safe. Good shooting

Darren Penner

September 2021

Greetings All.

As fall has arrived once again and the colors change I hope things are returning to a more “normal” routine for you. I just have a few things to go over in this letter.

1st The pistol range: there is no new news. No ETA on when it will be open.

2nd I would like to welcome Yves Rosset to the board. He was elected in at the AGM last month. I would also thank Collin Holland for his service on the board.

3rd At the AGM last month we introduced an additional flag system. July 2021

Greetings all. Hope you are enjoying our summer. I have just a few things to mention today.

1. The SGF has started a petition for our members to sign. The petition is for the RM not to approve any development within ½ mile radius of our range. There will be a hard copy to sign at the range and an online copy. The petition will be up till the end of Aug. Here is the link http://chng.it/QRt5mMhT

2. We are looking at having another Family Fun Shoot in Sept. We will inform you as to time and date. Watch for updates in the newsletter or online.

3. We are looking at renting the range out to a government agency towards the end of Aug – beginning of Sept. This will be during the week of August 30th, till 4:30 pm each day. The range will be closed to all members at these times (will be open to members after 4:30 though). We will keep you informed via email and online.

4. Just a reminder that the range hours are 9am till sunset Monday – Saturday, Sunday 12 noon till 1 HOUR before sunset. If we are called because of anyone shooting outside of these times you will lose your key (length of time is determined at that time- Minimum 1 month) and you will have to go through the orientation again before getting them back.

5. Targets must be placed not more than 1m from the berm.

6. This is a Members only range. You are NOT allowed to bring guests. Family membership is you, your spouse and any children 17 and under living at home.

7. We are looking at having an AGM in Sept. We will keep you posted.

8. You can pick up memberships at Don Reimer’s. His phone # is on the website.

That is all for now. Have a great summer
Darren Penner

March/April 2021

Greetings all.

As I write this I am reminded that we have had a beautiful March up to this point. Oh, don’t get me wrong, I think winter has beauty in it as well. I am just looking forward to summer. Turkey and bear season are fast approaching and I am looking forward to getting out there.

I just have a couple of things to mention.

  1. Membership fees are back up April 1/2021. A single membership will be $130.00 for a single and $150.00 for a family membership. We will still be offering a discount to those who had memberships in 2020 due to covid shutdowns of the range last summer.

  2. We are noticing an increase in range usage, I am reminding you that we have to adhere to all the “public health orders” regarding social distancing and group size gatherings, (I believe it is 10 people per pistol and 10 per rifle/rimfire range. If there are more people than that, you may have to come back at a later time.

  3. We have had members mention to us that there are some people handling firearms while a “CEASE FIRE” has been called. When the range is in a “cease fire” ALL PEOPLE MUST BE OFF THE CEMENT PAD ON THE RIFLE BAY AND AT LEAST 6’ BACK AWAY FROM THE FIRING LINE ON THE PISTOL BAY. FIREARMS MAY ONLY BROUGHT TO THE LINE ONCE THE RANGE OFFICER HAS GIVEN THE “OK” TO BRING IT TO THE LINE. NO EXCEPTIONS. WE WILL BE LOOKING AT POSSIBLE PENALTIES FOR THOSE WHO DON’T ADHERE TO THIS RULE. If this problem persists we may look at everyone having to do the orientation every year.

  4. Memberships can be purchased via e-transfer (please contact us for email address to send the e-transfer to, and allow at least 3 days to process payment and paperwork), or in person at D&G Family Archery Range (appointment required) or meet up with one of the other board members (please call first though). If you meet in person it is CASH OR CHEQUE ONLY.

  5. We will be having a range clean up this spring (May?). We will keep you informed.

That’s all for now. I hope everyone has a great spring and look forward to seeing you at the range or out and about.

    Darren Penner

March 2021

As this affects our sport directly, please share this information among your friends, and communicate your thoughts with your local MLA & MP.

A message from Alison de Groot - Managing Director of the Canadian Sporting Arms and Ammunition Association (CSAAA):

On Tuesday, February 16, the Liberal government introduced Bill C-21 An Act to amend certain Acts and to make certain consequential amendments (firearms).
View Government's Technical Briefing
This is a proposed Bill and is only at First Reading, there remains a lengthy process ahead before this Bill would come into effect including 2nd reading, referral to committee(s) for study, amendments, 3rd reading and voting in the House and then on to the Senate to repeat the above process all over again.  There are currently only 63 days on the House schedule before the summer break which is a very short time for a Bill this complex to move through the necessary process.  That coupled with an election call looming makes this a longshot, but not impossible, to pass this session. It does however, make a very nice election platform for the Liberals which is more likely the goal.

Some elements of Bill C-21 presume Bill C-71 would be in effect.  There has been no movement on the drafting of the regulations to implement Bill C-71 and it is not currently on the regulations agenda - so no work is being done at this time.  If passed, Bill C-21 would also need regulations to be developed and approved as well as budget approval before it could be implemented.

The Bill refers to, but provides no details for the Buy-back program or details of the safe storage requirements associated with the OIC specific grandfathering option.

That being said, here are the top level items that would affect businesses if this Bill were to pass and come into effect at some point in the future (a link to the Bill itself is below and a "Technical Briefing" is attached, keeping in mind the Technical briefing is the Government's spin on the Bill);
  • Replica firearms (muzzle energy below 152.4 m per second or or 5.7 Joules) that "exactly resemble or resemble with near precision a firearm" will be prohibited, this would include air guns, airsoft and paintball guns below 500fps. Owners would be able to retain but not use. No details on compensation for business inventories.
  • New C-21 red flag and yellow flag laws as well as new straw-purchasing initiatives include temporary and instant PAL suspensions - this would require regulations and all necessary funding for Bill C-71 to be in place so businesses will be informed of license suspensions through Bill C-71's license verification process.
  • C-21 confirms that firearms purchased after May01 2020 but before they were declared prohibited using the OIC gun ban (467 additional makes and models to date) are not eligible for the buy-back or the OIC grandfathering option, sellers and owners are currently criminally liable.
  • No future prohibitions using the OIC as a rationale will be eligible for the buyback or the OIC grandfathering, sellers and owners will be criminally liable.
  • Owners of non-restricted firearms changed by OIC to prohibited, whom neither gov't nor businesses have records of, will have to apply for a prohibited license, comply with yet-to-be-specified storage requirements and REGISTER these firearms to be eligible for OIC grandfathering
  • C-21 would make business owners criminally liable for any firearms advertising that "depicts, counsels or promotes violence against a person"; 2-year max sentence for 1st offence, 5-years for subsequent offences.
  • C-21 provides federal back-up for municipalities to create only two possible bylaws for handguns 1) no storage of handguns except at a licensed business or 2) no storage or transportation of handguns at all within the municipality. Both require Provincial authorization first.
  • All of Bill C-21 will require extensive funding for manpower, computer systems, compensation for business inventory and losses over and above funding for the yet-to-be announced buy-back program.

SGF Newsletter

Greetings all.

First off, I just want to say “THANK YOU” to all the men and women who served and are serving in our armed forces. Without their sacrifice we would not enjoy the freedoms we have today. Yes, we still have much to be thankful for, even in these trying times. So let’s take a moment today to remember them.

We on the board have come to the difficult decision to cancel the Scoring Night this year. We were hoping that restrictions would have loosened up by then but as you know they just got a whole lot tighter.

Due to the new restrictions, we will once again be closing the range, starting Thursday Nov 12/20 until we can get approval to open again. We apologize for any inconvenience this will cause. This is not something we wanted to do. We will keep you posted.

That is all for now. Stay safe.

Lest We Forget

Nov 3/20

Greetings all.

This newsletter is long overdue. This is crazy times we are living in. Membership is strong this year so just keep in mind that the range can be a little busy. During this Covid19 season we ask that you maintain the 2 meter spacing and adhere to government regulations.

This is a reminder that the range times are the same during hunting season as the rest of the year.

Mon-Sat 9 am till sunset
Sun 12 Noon till 1 hour before sunset

It is currently unknown if the Scoring Night will take place this year. We have reserved the Legion Hall again but we may have to cancel this year’s event. We will keep you posted.

That’s all for now. Have a great winter, stay safe and good luck hunting.

Darren Penner

June 2020

Greetings all.

As the province starts lifting more restrictions, we are also doing the same. The limit of no more than 10 people allowed on the range at one time has been increased to no more than 50. Please continue to observe social distancing while on the range, and other provincial guidelines.

The SGF will be having an Annual General Meeting on Wednesday June 24th at the range (moved to D&G Archery) at 7pm. The range will be closed for shooting at that time. We have 3 positions that are up for re-election on that day. If anyone would like to be on the board you can contact one of the board members or myself and we can answer any questions. If you are unable to attend, you may forward any questions or concerns by email to stbgfa@gmail.com

The Monday evenings handgun shoots have started again. If anyone is interested in joining or has questions, contact Dale, Ewald or Collin for more information, or just stop in on a Monday night.

If you own any of the firearms affected by the recent ban, please DO NOT bring them the range. I know this sucks. The SGF is making a contribution to the CCFR to aid in their legal fight against this new firearm ban that our fearful leaders have imposed. Also, please take time to sign the e-petitions # e-2574 and e-2576.

Range hours are Mon- Sat 9am till SUNSET, Sun 12 noon till 1 HOUR BEFORE SUNSET. There is a sunset table posted by the sign in. Any violation will result in immediate loss of range privileges.

Also, just a reminder that all rifle shooting must be done from the benches.

That's all for now. Have a great spring.

Darren Penner

May 2020

I hope this newsletter finds everyone well and healthy. We are going to be opening the gun range on May 4th/20 and we will be following the practices that has been set out by the provincial government. There will not be more than 10 people allowed on the range at one time. We will also maintain the 6’ distance between people. If you are ill or have been advised to be in quarantine do not come to the range. The board members will be doing a clean-up on Sat to replace broken and damaged target holders.

Those members who still need to watch the orientation video will have to contact Darren AFTER MAY 4th to set up a time. You will once again be able to buy memberships from D&G Family Archery after May 4th. Remember it is cash or cheque only at the store. If you want to do E-transfers you must contact Ewald through the club email, stbgfa@gmail.com.

Range times will remain the same, 9am till sunset Monday- Saturday, and 12 noon till 1 hour before sunset on Sundays.

On a political note, our fearful leader (PM) is talking about implementing restrictions on certain firearms via orders-in council. This a HUGE waste of tax dollars and does nothing to stop crime. Please write your MP today to try and stop this from happening.

That is all for now. Stay safe

Darren Penner

March 2020

Greetings all.

We hope that you and your families are doing well and keeping healthy considering the current COVID-19 situation.

If you have been following the news, Premier Brian Pallister announced today a public health order restricting operations of non-critical businesses and events beginning on April 1st.

Unfortunately for our club, that means we will be closing the shooting range for the time being. We hope that everyone understands that this decision was not made lightly.

For those of you who have not purchased your 2020 memberships yet, we are stopping face to face sign ups and renewals until such a time that the situation improves. We will begin to process memberships through email and e-transfer, as well as cheque through the mail (Steinbach Game and Fish, box 671 Steinbach MB R5G 1M5). At which point we will mail out memberships to each individual.

An important note, please email or call first if you would like to e-transfer so that we can provide the correct e-transfer email, and that we collect the required information to complete the membership.

One final item, the range clean up and AGM that is normally scheduled in May will most likely be postponed until these restrictions are lifted. We will advise when they will happen.

That’s all for now. Stay safe and maintain proper distances between everyone. And if there are any questions and concerns, feel free to talk to us.

Darren Penner

February 2020

Greetings all. I hope you are enjoying the nice weather we are having this week. I have a few things to mention today.

SGF will be having or annual supper this year on Saturday March 28/2020 at the Steinbach Legion Hall (the dinner has been cancelled due to the current COVID-19 situation). Tickets can be purchased from the board members. They can also be bought at D&G Family Archery. The ticket prices are as follows: people aged 13 + tickets are $25, ages 6-12 -$15, 5 and under are free. The SGF will accept cash or cheque for the tickets. We will not be selling tickets at the door. There will be a silent auction and raffle prizes. The SGF will also be making 3 donations to local organizations. We look forward to seeing you there.

The SGF will once again host a Manitoba Hunter Safety Coarse on April 18/20. The course is for youth ages 12-17. Contact Doug Dosko to register at 204-434-6227. Space is limited. SGF will be covering the cost of this class.

We do not have a date set for the range clean up and AGM so far. It usually falls in early May. I will keep you posted. There will also be elections again this year for 3 of our board members. If anyone is interested in being on the board, you may contact one of us to put your name in. All are welcome.

As the winter is winding down and the weather gets warmer, the range will start to get busier. Just keep in mind of the range hours. Mon- Sat 9am till sunset, Sun 12 noon till 1 hour before sunset. Anyone not following the range times will lose their memberships.

The SGF will again be doing work on the range to improve safety. We will keep you posted as soon as we are aware of any work happening on the range. There is a chance that it might be last minute. Just like it happened when we built the pistol bay. Maybe before you head to the range, (especially those who are traveling a fare distance), have a look on the website for updates.

Memberships to the range can still be purchased from any of the board members. If you are renewing, you must provide last year’s membership or you will watch the orientation video again. For renewals go to D&G Family Archery Range. Payment is CASH OR CHEQUE only. The prices are as follows, Single membership BEFORE April1 is $120, after April 1 $130. Family membership BEFORE April 1 $140, after April 1 $150.

If you have any questions or concerns feel free to contact any of the board members.

Have a great Spring.

Darren Penner

January 2020

Greetings all.

I hope the Christmas season went well for everybody. I know I ate MY share of Christmas meals.

Just a few things to mention.

Range renewals can be picked up from Don Reimer (204-326-6247) for the next couple of weeks, till the Jan 27th. You must present your 2019 membership card when you do the renewal or you will have to watch the orientation video again. Membership fees are as follows; Singe membership is $120.00, Family membership is $140.00. We accept Cash OR Cheque for the fees. The prices will go up April 1/20, A “family membership” is primary card holder, spouse, and any children 17 and under living at home.

I have had a couple of complaints about people not cleaning up their targets after done. Please clean up after yourself. Also we have noticed that somebody is using the dumpster for their own personal garbage. Please discontinue this practice. The dumpster is there for range garbage only.

Also, remember that the range hours are Mon- Sat 9am- till sunset, Sunday 12 noon till 1 hour BEFORE sunset. The sunset hours posted at the range are based on Winnipeg time and we must subtract 4 min from those times.

This is also a reminder that we are a NO SHOTGUN range. This INCLUDES Slug guns. We are NOT shotgun certified and anyone caught using a shotgun on the range will lose their membership privileges.

The Steinbach Game and Fish Annual Supper will be March 28th 2020 at the Steinbach Legion Hall. We will announce when supper tickets can be purchased.

That is all for now. Feel free to contact us with any questions or concerns.

December 2019

Greetings all.

As I write this the temp outside is - 29 (according to my truck). Winter has finally arrived (OK it’s been here for a while). Christmas is quickly approaching and the busyness of the season is upon us. Let us not forget to think of and help those who may be less fortunate then ourselves. We are truly blessed to live in the country we live in.

We had our Scoring Night on Dec 6 and it was our most successful to date. We had 47 heads entered, and approximately 110-120 people attended. We were able to raffle off 3 rifles and a nice range finder. Plus lots of door prizes we gave away. All-in-all a very good night.
